In the age of global technology hegemony, the 12th National Strategic Technology , which is necessary to protect Korea’s technology sovereignty , was selected. Next-generation nuclear and advanced mobility have been added to the national essential strategic technologies announced last year, including semiconductor displays and advanced bio. In addition, the marine was added to the aerospace.
R & D investment in the 12 national strategic technology sectors will increase from 3.74 trillion won this year to 4.12 trillion won next year.
On the 28th, the National Science and Technology Advisory Council, presided over by President Soon Seok-yeol, will announce a plan to foster the national strategic technology at the National Science and Technology Advisory Council.
The 12th national strategic technologies include semiconductor displays, secondary batteries, advanced mobility, next-generation nuclear, high-tech bio, aerospace and ocean, hydrogen, cybersecurity, artificial intelligence, next-generation communication, advanced robots, manufacturing, and both.
The government will promote public-private national strategic technology projects to secure super-gap technology in these 12 areas, and will also promote R & D efficiency and talent development based on strategic roadmaps.
■ Selection of 12 strategic technologies for securing technology sovereignty
The national strategic technology development plan aims to select strategic technology considering diplomacy and security beyond the economy and focus on capacity to secure technology sovereignty. Based on the clear national mission of securing technology sovereignty , it is strengthened to strengthen public-private collaboration, so that national R & D will focus on creating performance for deterioration and choking.
Recently, as science and technology has become a key national capacity that influences alliances and diplomacy between countries, it is judged that securing technology sovereignty based on leading research and development has become a national task.
As a result, Korea continues to lead innovation in the fields of Korea’s semiconductor and displays, secondary batteries, advanced mobility, and next-generation nuclear power. Advanced bio, aerospace, marine, hydrogen, and cybersecurity, which are expected to play a key role in the national security perspective, will raise the market and secure the original technology that has been replaced by public-private collaboration Future Challenge **.
For the technologies that become essential-based in other fields such as artificial intelligence, next-generation telecommunications, advanced robots, manufacturing, and quantum, the core source technology is enhanced by public initiative, and combines and utilized with other fields.
At the same time, the company also selected the 50s-focused technologies to focus on each field of strategic technology, and established a short-term development strategy.
Jew Young-chang, head of the Ministry of Science and Technology Innovation Division, said, We have selected additional future important industries such as the next-generation nuclear power, which is necessary for carbon-neutral and future difficulties, considering the internal and external environment and domestic policy changes. It is a technology that must be maintained and managed to have. The maritime sector recently reflected the reality of the importance of the marine transportation sector due to the supply chain of the Corona 19 and the Ukrainian War.
■ Strategic R & D Investment, the central governance of the National Science and Technology Advisory Council
The government will promote the National Strategic Technology Project , where public-private participation in order to secure national strategic technology competitiveness. Set a clear mission, and from the stage of the goal setting, the industry participates throughout the entire process. It also gives a high discretion to private experts who will host the project.
About 10 are selected and promoted based on urgency and ripple power. The next-generation nuclear and bilateral sectors, which are about to be in full swing next year, will be managed as a national strategic technology project.
By the end of next year, eight additional projects will be selected, and these research projects will be provided promptly by actively utilizing the recently introduced fast track method to improve R & D preliminary feasibility study.
In addition, in order to improve efficiency with strategic R & D investment, we will establish a strategic roadmap that clarifies missions and goals in detail. The partitions of each ministry are torn down to integrate R & D investment centered on missions. By analyzing the current status of key personnel in major strategic fields, it enhances the effectiveness of human resources and strengthens international cooperation.
The governance is also maintained around of the Science and Technology Advisory Council. The National Strategic Technology Special Committee will be established within the Science and Technology Advisory Council to adjust the policy and establish a public-private joint strategic technology promotion team.
The government aims to increase the field of technology at least 90% compared to the top technology leader through the fostering national strategic technology, from three to eight in 2027, including semiconductor, display, secondary battery, and next-generation telecommunications. Ultimately, it is aiming to become a leading technology sovereignty that leads future economic security, new industries, diplomacy and security.
Lee Jong-il, Minister of Information and Technology, said, In the composition of science and technology at the center of international order, the government and the private sector are compiled to fostered 12 national strategic technologies. We will realize future growth and technology sovereignty by gathering public-private wisdom and gathering capabilities around the National Science and Technology Advisory Council on strategic technologies that will determine the national core interests.
